Senator Predro Espada, who was behind the coup that stopped the Senate dead in their tracks a year ago, is ready to take the risk of shutting down government again. Espada says he is going to vote against any emergency spending bills for next week. He believes that if the emergency bills do not pass, it will force the Senate leaders to work during the weekend to reach a deal with the Assembly and the Governor.
